Workforce Development Resources

The Ramsey County, MN Workforce Investment Board (WIB) provides these resources as a service to its customers and stakeholders. On this page we share information about the web-sites of our WIA (Workforce Investment Act of 1998) partners, links to workforce resources on the web, and information regarding the Community Employment Partnership.



WIA Partner Web Site Links

Century College - Century College represents the public higher education sector on the WIB. The college brings expertise and capacity to deliver short-term "just-in-time" training, certificate, diploma and degree programs. Century offers over 50 career programs, plus Liberal Arts and transfer curricula.

Hubert H. Humphrey Job Corps Center - Job Corps is the nation's largest and most comprehensive residential, education and job training program for disadvantaged youth, ages 16-24. Our mission is to attract eligible youth, teach them the skills they need to become employable and independent, and place them in meaningful jobs or further their education. The program provides career development services focused on career exploration, preparation and transitional services.

Independent School District 622 - School District 622 learners will acquire the knowledge, skill, values, attitudes, and habits necessary for living in and contributing to a peaceful, democratic, and pluralistic society.

Job Service, Department of Employment and Economic Development (DEED) - The Job Service functions as a labor exchange, offering employment opportunities on a no-fee basis to all Minnesotans and providing employers an effective method of recruitment to fill job openings.

Minneapolis American Indian Center - The Minneapolis American Indian Center promotes self-sufficiency through education employment assistance and life-skills training. The Center celebrates the circle of life by strengthening families, cherishing our youth and honoring our elders; and preserves and shares Indian cultural values, traditions, and arts.

Mounds View Public Schools - The mission of the Adult Basic Education program is to provide adult learners free educational opportunities to acquire the skills and competencies necessary to achieve their goals and become lifelong learners. The program provides GED preparation and testing, diploma completion, English as a Second Language classes, family literacy and basic skills improvement. To register for classes or for more information, please call 651-639-6039.

Rehabilitation Services, Department of Employment and Economic Development (DEED) - Rehabilitation Services works with individuals who have disabilities, providing a variety of services. The services include but are not limited to: vocational planning, employment information and referral service. They also provide guidance in maintaining employment.

Roseville Adult Learning Center and Roseville Area Schools - The Roseville Adult Learning Center provides individualized study programs designed to help adult learners who are 16 years or older complete a high school diploma, pass the GED tests, improve English language skills, review for college entry and employment enhancement, and improve reading, writing, math, and computer skills. Saint Paul College - The mission of Saint Paul College is to provide: Education for Employment... Education for Life. We offer comprehensive opportunities for learning including technical, general, and career education that enhances personal knowledge, advances economic opportunity and benefits a diverse population, business/industry/labor and the community.

Saint Paul Community Literacy Consortium (SPCLC) - The purpose of the St. Paul Community Literacy Consortium (SPCLC) is to improve the quality and availability of adult literacy services in St. Paul through a collaborative process. Last year, over 15,600 students received in excess of 774,000 hours of service in areas including English as a second language, workforce education, Functional Work English, family literacy, GED, and related areas. SPCLC includes 18 major members working with and supporting learners at all levels, in a continuum of settings specific to the needs of various ethnicities, races, national origins, genders, ages and disabilities: Capitol Hill English School/Southeast Asian Ministries; Chicanos Latinos Unidos en Servicio (CLUES); East Metro OIC; Guadalupe Alternative Programs; Hmong American Partnership; Hmong Cultural Center; Jewish Community Center; Jewish Family Service; Lao Family Community of Minnesota, Inc.; Lifetrack Resources; MORE School for Empowerment; Minnesota Literacy Council; Neighborhood House; Saint Paul Public Libraries (associate status); Saint Paul Public Schools (SPPS), ISD #625; The Saint Paul Foundation (associate status); United Cambodian Association of Minnesota, Inc.; and Vietnamese Social Services of Minnesota. Saint Paul Public Housing Agency (PHA) - The Saint Paul Public Housing Agency owns and manages federally-funded public housing in the City (over 4200 homes and apartments). It also administers more than 4000 Housing Choice Vouchers which pay federal rent subsidies to private property owners who rent to qualified low income tenants.

State Services for the Blind - Vocational Rehabilitation services for blind or visually impaired Minnesotans who want to become or remain competitively employed.

Workforce Solutions - Workforce Solutions is the workforce development agency that operates on behalf of, and under the authority of, the Ramsey County Board of Commissioners. Workforce Solutions works closely with the WIB to effectively move people into employment by managing a workforce system that is responsive to the needs of its two customers: employers and those seeking employment opportunities. Workforce Solutions operates the Workforce Investment Act (WIA) adult, dislocated worker and youth programs, as well as the Minnesota Family Investment Program (MFIP) welfare-to-work program.

CEP - Community Employment Partnership
: The Community Employment Partnership existed from late 1997 to July 2003 with the purpose of contributing to a strong Twin Cities regional economy supported by effective workforce services responsive to employers and job seekers. CEP was committed to customer-driven change in the workforce system. Its work will continue through organizations like the Ramsey County Workforce Investment Board, Employer Solutions, Inc., iSEEK Solutions, and others. The following are reports from CEP's learnings.
